基于演化博弈视角的粤港区域合作分析

Analysis about the Regional Cooperation between Guangdong Province and Hong Kong Based on the Evolutionary Game Theory

粤港区域合作具有显著的演化博弈特征,具体反映在:粤港双方在合作过程中均处于有限理性和不完全信息状态,在时间上具有不可逆性,群体行为特征,受多种突变因素影响,以及合作主体反映出较强的选择机制和学习机制。在刻画粤港区域合作的上述特征基础上,使用演化博弈模型对粤港区域合作的过程和可能合作情形进行分析并提出粤港区域合作的具体政策建议:包括重视不同层次环境对粤港区域合作的影响;在发挥中央政府作用的同时增强粤港区域合作的平等性,减少博弈双方的非对等性带来区域合作中的机会主义行为;发挥选择机制和制度学习机制的作用;从群体行为角度重视历史客观事实对粤港区域合作的路径依赖作用;完善粤港区域合作制度的约束机制等。

There are very obvious features of evolutionary game theory in the regional cooperation between Guangdong Province and Hong Kong. The followings are the specific reflections: firstly,both of them are limited rational parts and owning incomplete information in the process of cooperation; secondly,both of them can overcome the irreversibility of time; thirdly,their decision will be affected by the group behavior characteristics and many other kinds of mutation factors; finally,both of the two game parts have the strong selecting and learning mechanisms. In addition to the description on these features,this article applies the evolutionary game model to analyse the process and probable situation of the regional cooperation between Guangdong and Hong Kong,then comes up with specific policy recommendations as follows:attaching great importance to the affection in different levels' backgrounds; strengthening each cooperator's equality in the condition of fully playing the central government's role,in case of the opportunistic behavior caused by the inequality;making use of the selection and learning mecha-nisms; paying attention to the path-dependent effect produced by the historic objective facts from the angle of group behavior; perfecting the constraint mechanism in the regional cooperation system between Guangdong and Hong Kong,etc.
