摘要
QHSE是以质量、健康、安全、环保为核心的管理体系,从管道公司体系运行实际情况出发,分析管理体系存在着重视程度不足、职责模糊不清、与生产经营管理实际脱节、激励与监督考核机制不完善等问题,从领导推动、加大培训师队伍建设、明确交叉业务职责、深入挖掘问题原因、强化激励考核约束机制等方面提出具体的解决措施,这将为石油管道企业QHSE管理体系推动优化生产经营管理提供重要方法。
QHSE is a management system centered with quality, health, safety and environmental protection. The paper discusses a series of current problems in management system, such as lack of attention, ambiguous responsibilities, disconnection from the real production and operation management, and imperfect excitation and supervision mechanism as well. The concrete countermeasures in coping with these problems are set forth by promoting leaders' impetus, strengthening the construction of the trainers, clearing cross-business responsibility and in-depth exploring the causes of the issues, which will offer an important method to push and optimize the productive and operative management for the QHSE of Petro China Pinepline Corporation.
