从代表专职化改革谈人民代表大会制度的完善

Improve and Perfect of the People's Congress System in Perspective of Representative Professionalization

人民代表大会制度是我国的根本政治制度,人大代表兼职制是我国人大代表制度的独特内容。代表兼职制有其优点,但也存在一定的局限性,时代发展已经对人大代表专职化提出了现实的需求。在人大代表制度改革上,应该采取人大常委专职化与人大代表兼职制相结合的改革思路,把专职化与兼职制的优势有机结合起来,走一条专兼职相结合、独具中国特色的代议制发展道路。

People＇s congress system is the fundamental political system of China. Part-time system of representatives is with Chinese characteristics. There are limitations as well as merit in part-time system. The development of times demands professionalization of people~ congress members. On the reform of PC members, the professionalization PC standing committee members and part-time system of common PC members should be mixed. Combining the advantages of full-time and part-time system, to achieve an ideal representative system with Chinese characteristics.
