“双一流”建设机制研究——以法国高师集团“高校共同体”改革为例

Research of Mechanism for Construction of Double World Class:Case of ENS for Reform of University Community

本文以法国高师集团"高校共同体"改革为例,采用政策文本分析、参与式观察和访谈等方法,从政策转变的视角,探究法国为建设世界前十位一流大学,在改革机制、法律保障、财政引导、新治理模式以及学科课程等方面的改革与实践探索。揭示了法国高等教育改革如何逐步打破制度藩篱,实现政策革新,从而创建世界一流大学,提升国际竞争力的策略,以期为我国"双一流"建设提供启示。

How to construct the world classuniversity and discipline, how to face the trend of globalization in education is almost the question of all the counties where need to face first nowadays. In this paper, we try to use the qualitative methods including content analysis, observation and interview to find the ways of reform in French higher education nowadays, how French universities and institutes improve their competitive capacity by the reform of management andtransitionfrom regroupingtointegration. The paperanalyzes how French educationalpolicylike ＂Projet de loi relatif a l＇enseignement sup6rieure et a la recherche＂ and ＂Plan Campus /Op6ration Campus＂ influent and benefit to build the ＂communaute d＇universit~ et 6tablisement＂（COMUE）. We select the group of EcoleNormaleSuperieure to be a case for analyzing how COMUE change, with which ways of managing, and what reform of curriculum, etc. From these process of higher education reform which are core philosophy on good quality, excellent and innovative, we find how French university try to break the institutional obstruction for new reform, in order to create the world top universities for improving the global competition.
