摘要
地方政府主导的城市外围建设用地减量化,以建设用地集约利用、获得新增建设用地指标为目标。这种强制性的土地使用权交易使相关利益者的发展机会发生了重新分配。通过借鉴新制度经济学的产权理论、制度变迁理论以及相关利益者理论,建构"产权重构-发展机会重新分配"的分析框架。通过对上海首个实施减量化的试点——新浜镇进行实地访谈以及问卷调查,对减量化背后的运作机制以及相关利益者的发展机会如何重新分配进行实证考察。最后根据理论框架和减量化实施现状提出相关政策启示。
In order to make the non-agricultural land more compact, the Shanghai municipal government initiated the program of "decrement of non-agricultural land." In this top-down program, the development opportunities of stakeholders have been redistributed. Applying the theoretical framework of the property right theory of the New Institutional Economics, this paper builds an analytical framework of "property right reconfiguration - development opportunity redistribution". Based on the interview and semi-structure questionnaire surveys in Xinbang Town where the land decrement was firstly implemented in Shanghai, an empirical study was conducted on the operation mechanism and the development opportunity redistribution in the consolidation process of Xinbang. The paper concludes with discussions and policy implications for land consolidation in the future.
