试论我国标准体系改革的基本逻辑——从标准利益竞合的视角

Discussion on the Basic Logic of China's Standard System Reform——From the View of Standard Interests Competition-Cooperation

在分析标准利益竞争与合作机制的基础上,建立了以利益一致性为动力机制的标准竞合模型,揭示利益相关方在基于成本与收益的理性权衡取舍之下,在追求最佳秩序和最佳共同效益的一致性利益的驱动下,必然形成"合作标准""竞合标准""竞争标准"三位一体的科学合理、结构稳定的标准体系。标准竞合模型为分析我国标准体系改革提供了理论逻辑和方法工具,能够很好地阐释当前改革思路。

Based on the analysis on standard interests competition and cooperation mechanism, Standard Competition- Cooperation Model with a motivation of interests consistency is set up. This Model indicates that a reasonable and stable standard system composed of cooperation standard, competition-cooperation standard and competition standard will certainly come into being driven by motivation of seeking for best order and best consistent interests for all stakeholders. Standard Competition-Cooperation Model provides a theoretical logic, method and tool for analyzing China＇s standard system reform.
