顺势而为 应势而变 乘势而上——基于广西推进城乡居民基本医保制度整合的实践

Acting, Changing and Growing Corresponding to Actual Situation——Based on the Practice of Promoting the Integration of Urban-rural Basic Medical Insurance in Guangxi

经过较长时间的努力,7月8日,广西印发了"经自治区人民政府同意"的整合城乡居民医疗保险制度工作方案。该方案明确了在全区范围内推进整合城镇居民医保和新农合制度工作,实现覆盖范围、筹资政策、保障待遇、医保目录、定点管理、基金管理的有机统一,建立由人力资源社会保障部门统一管理的统筹城乡、公平可及、管理规范、便民高效的城乡居民医保制度。

After a long term hard working, on July 8th, the working scheme of integrating urban-rural medical insurance system, which was approved by the government of Autonomous Region, was issued in Guangxi. This scheme clearly defined the mechanism to promote the integration, and has achieved the goal of organic unification in coverage, fund collection, treatment, medical insurance directory, designated institution management and fund management. The urban-rural medical insurance system with the features of urban and rural coordinating, fair and accessible, management standardized, convenient and highly effective, which is managed by the department of Human Resource and Social Security, has been established. In 2016, it is planned to integrate the health insurance for urban residents and rural new cooperative health insurance system gradually at autonomous region, city level, county level and township level. On Jan 1, 2017, the integrated health insurance should be implemented in the whole autonomous region.
