围绕人命救助、环境救助、财产救助和抢险打捞、特殊政治军事保障任务等救助打捞核心业务,面向我国管辖海域内的救助、打捞、飞行三大业务领域,以支撑国际一流现代化专业救助打捞体系的加快构建为最终目的,从运行监测、应急指挥、通信保障、数据资源、信息安全、标准体系、管理机制等方面,对中国救助打捞2015—2020年通信及信息化能力建设进行规划研究,提出规划水平年内发展目标、主要任务和保障措施,并对远期发展进行展望。
