摘要
2015年5月，IMF第四条磋商代表团转变对人民币汇率水平的看法，认为“人民币在过去一年里实际有效汇率大幅升值使得当前的人民币币值不再被低估”。在国内外引起了广泛反响；2016年6月，IMF第四条磋商代表团重申“人民币汇率与基本面大体一致”。文章对IMF第四条磋商进行了扼要介绍，结合近年来人民币汇率市场化改革的进展，对IMF第四条磋商关于人民币汇率的评估动态进行了分析、述评，并就人民币汇率水平与汇率制度改革的思考进行了总结。
In May 2015, the IMF Article Ⅳ consultation mission changed its views on Renminbi exchange rate and remarked that, ＂our assessment now is that the substantial real effective appreciation over the past year has brought the exchange rate to a level that is no longer undervalued＂. The remarks have aroused extensive debate both local and overseas. In June 2016, the mission reiterated that ＂the renminbi is broadly in line with fundamentals＂. The article gives a brief introduction to IMF Articte Ⅳ consultations. In light of the development of RMB exchange rate liberalization in recent years, the author gives comments on RMB exchange rate assessment in IMF＇s Article Ⅳ consultations, and concludes reflections on RMB exchange rate and exchange rate regime reform.
