民航空管系统体制改革路径与方案研究

Research on Path and Scheme of System Reform about Chinese Civil Aviation ATM System

本文从分析民航空管体系改革的必要性入手,对比研究了空管系统体制改革"事业化"和"企业化"两种不同路径的优劣势,提出"事业下辖企业"的空管系统体制改革可行性方案,即兼顾事业单位体制优势和企业体制优势的模式,以适应经济社会发展需求。

According to the analysis about the necessity of the reform of the Civil Aviation ATC system, the comparison of two different paths, institutions and enterprises of advantages and disadvantages are analyzed in this paper. The practicability scheme of the ATC system is proposed to adapt economic and social development needs, which will take account the advantages of both institutions and enterprises.
