双向转诊制度,既能提高医疗资源使用效率,又能方便城乡居民就近诊疗,同时还能有效减少医患纠纷;但尽管该制度已实施多年,收效却甚微,其关键原因在于双向转诊条件尚不完善,还有许多制约双向转诊的问题亟待解决,鉴此,管理者需要正视存在的问题,创设双向转诊条件,有效推动双向转诊制度落地生根。

Two-way referral system can improve the use efficiency of medical resources, make it convenient for urban and rural residents to get the nearest diagnosis and treatment, and effectively reduce medical disputes as well at the same time. Although the two-way referral system has been implemented for many years, but with little effect, and the key reason is that the two-way referral condition is not perfect yet, and there are many restricts for two-way referral which need to be solved. Therefore, the managers need to face up to the existing problems, create conditions of two-way referral, and effectively promote the success of two-way referral system.
