城镇化进程中农村基层党组织建设面临的挑战及对策

The Challenges and Countermeasures of the Rural Grassroots Party Organization Building in the Process of Urbanization

随着城镇化的发展,农村人口大规模向城镇转移,农村经济结构和农业经营方式发生深刻变化,农村社会结构分化,农民法治意识增强,农村基层党组织建设的环境发生了深刻变化。环境的变化带来了一系列深层次的挑战:农村党员干部队伍缺少优秀群体支撑影响农村基层党组织的战斗力,土地流转问题考验农村基层党组织引领发展的能力,"三留守"人员的困境凸显农村基层党组织服务功能薄弱,党员教育管理机制滞后削弱了农村基层党组织的凝聚力,"村官"腐败多发降低了农村基层党组织的公信力。面对环境变化带来的挑战,加强农村基层党组织建设要把建设服务型党组织作为目标,不断提升党员干部队伍素质,增强农村基层党组织设置与经济社会发展的契合度,建立健全流动党员动态教育管理服务机制,提高农村党员干部法治思维和依法办事能力,加强农村基层反腐倡廉建设。

Along with the development of urbanization,rural population transferring to cities and towns cosmically,rural economic structure and agricultural management mode changing profoundly,rural social structure differentiating and farmers＇ awareness of the rule of law,the environment of the rural grass-roots Party organization building has changed profoundly. The environment changes put forward a series of deep challenges： rural Party members and cadres＇ lack of outstanding groups in supporting and impacting the rural grassroots Party organizations fighting power; the plight of ＂ three left behind＂ highlights the rural grass-roots Party organizations service function is weak; the backwardness in the education and management mechanism of Party members has weakened the cohesive force of rural grass-roots Party organizations; the corruption of ＂ village official＂ has reduced the credibility of the rural grass-roots Party organizations. Facing the challenge of environmental change,strengthening the rural grassroots Party organization building should put building a service-oriented party organization as a target,strengthening the quality of the main body constantly,enhancing the fit of the rural grass- roots Party organizations and the economic and social development,establishing and improving the dynamic education,management and service mechanism of floating Party members,improving rural Party members＇ and cadres＇ thought of rule of law and the ability to act according to law,strengthening the construction of rural grass-roots anti-corruption.
