Consideration and Suggestion on Safety Management of CNG Refueling Substations

在介绍了加气站的总体概念、分类及运行原理的基础上,指出了加气站安全管理存在的主要问题:一是移动式压力容器交接过程中安全责任划分不清;二是特种设备及安全附件存在漏检现象;三是存在液压油超期未检问题;四是卸气及加气软管每年未进行自检;五是加气机安全阀放散管未引出加气机外;六是卸气柱未加装拉断阀。提出了改进措施和建议:一是明确承运方安全责任;二是完善特种设备台账,按要求申请检测;三是定期开展液压油检测;四是开展高压加气及卸气软管自检;五是加强设备采购审核和验收工作;六是增加高压卸气软管拉断阀。

Based on introducing the general concept,classification and operation principle of CNG refueling station,the main problems existing in safety management of gas refueling station are pointed out: firstly,safety responsibilities are not clear in the mobile pressure vessel transfer process; secondly,the special equipment and safety accessories are undetected; thirdly,the hydraulic oil extends service time and is not detected; fourthly,loading and unloading hose is not detected every year;fifthly,the safety valve discharge pipe of gas dispenser is not drawn out of the gas dispenser; the sixthly,CNG unloading column is not equipped with emergency release coupler. Improvement measures and suggestions were put forward: one is to clear the safety responsibility of carrier; the second is to improve the special equipment ledger and apply for detection as required; the third is to test hydraulic oil regularly; the forth is to detect high pressure loading and unloading hose; the fifth is to strengthen the audit and inspection of equipment procurement; the sixth is to add emergency release coupler on high pressure unloading hose.
