全产业链视角下推动化肥投入零增长路径 被引量:2

The Route of Promotion of Fertilizer Input Zero Growth from Perspective of Whole Industry Chain

摘要 分析了化肥生产、流通、使用和管理环节的主要问题,提出从全产业链各环节做好"减法"、缓解化肥产能过剩、推进相关立法工作、推广科学施肥技术、研发环保型肥料等建议。推动化肥投入零增长,需要运用系统思维,站在整个化肥产业的高度,既要综合施策,又要针对各环节出现的问题重点突破,推动实现到2020年化肥使用量零增长的目标。 The main problems of production, circulation, use and management link of chemical fertilizer are analyzed, suggestions including to do "subtraction" in each link of whole industry chain, to relieve fertilizer overcapacity, to push on related legislation work, to promote scientific fertilization technology, and to research and develop environment friendly fertilizer etc. are proposed. Promotion of fertilizer input zero growth needs to apply system thinking, to stand at the height of whole chemical fertilizer industry, not only to take comprehensive measures, but also to make breakthrough at key points based on problems arisen in each links, achieving zero growth of use of chemical fertilizer by the year of 2020.
