构建与完善国家粮食安全战略体系及其实施对策

Construction and Perfection of National Food Security Strategy System and Its Implementation Countermeasures

1972-1974年发生的严重世界性粮食危机,引起社会各界关注。1974年联合国粮农组织（FAO）提出粮食安全的定义,随后粮食安全的概念不断丰富和发展,我国将粮食安全上升为国家安全战略,构建较完整的国家粮食安全战略体系框架。从我国实际和国际粮食市场状况出发,提出新发展理念指导中国粮食安全发展,依法保护农业资源、提高农业生产率,加强政策研究、完善粮食安全政策体系等保证国家粮食安全战略实施的对策建议。

From 1972 to 1974, serious global food crisis was aroused which caused the concern of the society. In 1974, （FAO） put forward the definition of food security, and then the concept of food security was constantly enriched and developed. China＇s food security will be raised to the national security strategy. To construct a complete system framework of national food security strategy, starting from the reality of China and the international grain market situation, the new development concept was put forward to guide the development China food security, agricultural resources should be protected in accordance with the law, the agricultural productivity should be improved, policy researches should be strengthened, and the food security policy system should be improved to ensure the implementation of national food security strategy countermeasures.
