失地农民社区治理特殊性、困境及对策研究

On the Peculiarity,Dilemma and Solutions in Community Governance of Land-lost Farmers

在泉州市城市化进程中产生了失地农民社区。由于失地农民社区自身的特殊性,使得其社区治理存在着一定困境。从失地农民社区治理主体困境的角度,重点研究了治理主体权力困境和能力困境,要突破这双重困境,必须完善失地农民社区治理相关法律法规,以规范社区治理多元主体之间的关系,实现治理主体增权;提供有效的服务,增加社区治理主体参与机会、参与平台,实现治理主体增能。

The process of urbanization has produced many communities of land-lost farmers.Due to the peculiarities of such communities,there exist many difficulties and challenges in achieving harmonious governance.This study aims to probe into dilemmas facing the subject of governance in both power enforcement and capacity from the perspective of subject of community governance.In order to achieve subject empowerment,it is required to perfect laws and regulations related to community governance of land-lost farmers as well as to regulate the relations of multi-subject involved in community governance.In order to improve subject capacity,it is required to offer fruitful support to subjects,so that they could participate more and have more motivation.
