苇河林业局全面停伐及经济社会转型发展调研报告

Research Report on the Wei He Forestry Bureau Development and Transformation of Economy and Society and Full-Stop-Cutting

基于对苇河林业局落实全面停伐政策及推动经济社会转型发展的调研分析,对国有林区实施全面停伐政策试点的必要性予以论证。文章指出当前停伐政策实施过程中存在的问题及对林区经济社会发展带来的影响和林业局应对停伐及推进林区转型发展的主要做法;通过综合调研分析,分别从资源培育保护、新兴产业项目开发、加大木材进口、壮大森林生态旅游、推进招商引资及加快绿色食品开发等6个方面提出旨在实现苇河林业局经济社会快速转型发展的政策建议,为其他国有林区及森工企业转型发展提供参考。

Based on the analysis of the implementation of the full-stop-cutting policy and the transformation and development of economy and society in Wei He Forestry Bureau, the paper explores the necessities of taking the full stop cutting policy. It points out the problems which in the process of policy implementation and the policy＇s effect to the bureau, and makes it known that the forestry bureau＇s main practices to cope with the policy and to promote forestry region＇s transformation and development. In the end, based on the analysis of comprehensive research, it advises some suggestions including cultivation and protection of resources, emerging industry development projects,increasing the import of the woods, strengthening the forest ecological tourism,promoting investment and speeding up the development of green food of Wei He Forestry Bureau, in order to achieve rapid economic and social transformation and development, provide a reference for other state-owned forestry enterprise transformation and development.
