山西省太行山绿化效益评估分析与建议

Analysis and Proposal on Afforestation Benefit Assessment of Shanxi Taihang Mountains

山西省太行山绿化工程已经建设了30年,2015年底与1985年相比,森林面积达107.8万hm^2,增加62.94hm^2,森林覆盖率达到28.26%,增加16.5个百分点,森林蓄积量达到4264万m^3,林业建设取得一定成效。文章用量化指标对30年建设成效进行了货币化评估,其结果为:生态效益为945.77亿元;经济效益为52.52亿元;社会效益为327.74亿元。对太行山绿化工程今后的发展提出了针对性建议,包括:强化舆论宣传,加大投入力度,提高补偿标准,实行经营补贴,发展林下经济,加强乡镇林业工作站建设,大力发展混交林。

It has been over thirty years for Taihang Mountain afforestation construction of Shanxi province. Compared with 1985, the forest area reached 1078000 hm^2 in the end of 2015, had an increase of 629400 hm^2;the forest coverage rate reached 28.26%,had an increase of 16.5 percentage points;forest stock volume reached 42640000m^3.Forestry construction has achieved some success. In this paper, quantitative indicators are used to evaluate the effectiveness of 30 years of construction, draw a conclusion that： the ecological benefit is 94577 million yuan, the economic benefit is 5252 million yuan, and the social benefit is 32774 million yuan.Based on the results, the suggestions for the future development of Taihang Mountains afforestation construction are put forward, including strengthen public opinion, increase investment, improve the standard of compensation, improve operating subsidies, develop forest economy, strengthen the construction of township forestry station, vigorously develop the mixed forest and so on.
