基于熵权法的水匮乏指数在四川省水安全评价中的应用

Application of Water Poverty Index Based on The Entropy Weight Method to Water Security Evaluation of Sichuan Province

水安全问题对人民生活、社会经济发展有着重要影响.根据边际效益递减原理和熵权法,采用水匮乏指数对四川省2008—2012年水安全状况进行了评价.结果表明,四川省2008、2009年水安全处于极不安全状态;2010、2011、2012年处于不安全状态.必须通过加强水资源利用与管理、环境保护、加快经济发展方式转型、提高人民生活水平等有效途径,确保四川省水安全,促进社会经济健康、持续、稳定发展.

The problem of water security has an important effect on people＇ s life and social economic development. Water Poverty Index is a comprehensive model of regional water security evaluation. Selecting works of the water poverty index, the principle of dimin- ishing marginal benefit and the entropy weight method, this paper makes the water security evaluation of Sichuan province in 2008-- 2012. The results show that： the water security of Sichuan province in 2008 and 2009 is highly unsafe, and it in 2010, 2011 and 2012 is unsafe. In order to make the water security of Sichuan province toward healthy development, the government must reinforce the utili- zation of water resources and the environmental protection, accelerate the economic development pattern transformation, and improve the people＇s living standards, ete.
