人与地区的整合——英国新工党以地区为基础的邻里再生及启示

Integration of People with Place: Policies and Inspirations of Area-based Neighbourhood Regeneration in England Under New Labour Party

采用政策综述和文献研究相结合的方式,基于对英国新工党邻里再生政策中"人"和"地区"两个目标维度整合发展过程的分析,从"政策理性—干预尺度和模式—治理机制"的系统性角度,认为邻里社会融合与强化经济的积极协同、再生政策整合与多尺度干预、从合作伙伴到邻里赋权的治理形式等是其主要经验。针对中国发展实际,邻里再生的成功关键在于"人"与"地区"目标的整合、干预尺度扩展与多主体参与的实施体系,并有助于"人的城镇化"推动城乡发展的"新常态"政策的思考。

By reviewing of policies and literatures, this article analyzes the evolution of neighborhood regeneration poticy in Engtand since New Labor party Era. According to the policy system of ＂rationality of policies - scale and mode of intervention - governance mechanism＂, this article argues that the main experience is the coordination of social inclusion with economy growth, muhi-scale of intervention, and governance from partnership to empowerment. Learning experience from England, it points out that the key to achieving success in neighborhood regeneration for China lies on the integration of the people-oriented with place-oriented policy objectives, the scale expansion of intervention, and the development of neighbourhood governance. It also benefits the thinking on ＂human urbanization＂ and urban-rural development of ＂new normal＂.
