摘要
以我国社会工作专业参与公办福利机构服务的演进机制为主题,介绍了社会工作参与的理论与实践背景、相关路径与特征、发展趋势等内容。社会工作参与以社会福利的社会化、专业化改革为实践背景;以倡导政府部门与非营利组织协作互补的"公私协力"视角为理论基础;当前社会工作参与路径,以合同承包为主要方式,以需求导向为服务内容;演进机制的特征为成熟地区的服务辐射效应、外部经济的强大影响以及内生为主的人才培养取向;演进机制的优化空间在于人事制度对社工身份差异的破解、购买方对社工服务的接纳以及承接方对组织质素的自觉提升。
This article focus on the evolution mechanisms of the participation of the social work profession in the state-owned welfare agencies. The practice background of Social work Participation is the socialization and specialization reform of Chinese social welfare. The angle of the Public-Private Partnership, which promote collaboration between government departments and non-profit organizations, is the theoretical basis of the participation. The current path of social work involvement, take the contracting as the main mode and consider the demand-oriented service a guideline. The characteristics of the evolution mechanism are service radiation effects in mature areas, strong influence of external economy and the orientation of cultivating talents in the interior. The optimization space of evolution mechanism lies in the break of the difference of the identity of social workers in the personnel system, acceptance of the buyer for social services and taking the initiative to improve their own quality for the Social work organizations.
