虽然北京疏解非核心功能的工作成效显著,然而距离中央要求的强化首都核心功能工作,却显相对薄弱。国家政治文化中心的城市地位,对以先进思想文化行动来凝聚、示范、辐射、引领、服务全国的核心功能,有很高的国民期盼。古今关于首都"应然"早有约定俗成的首善共识,国家和人民对中国首都的"实然"持有与时俱进的改善要求。用改革开放、创新进取的文化自觉,树立当代中国首都信仰与首都观,高举以首善追求为核心理念的强化首都文化核心功能的大旗,着眼对国家战略的首都担当,着力伟大复兴"中国梦"之首都责任与使命,努力通过卓越人物、美好风物、精彩事物构建首都故事,以彰显城市文明高位、中国文化高峰,是新时期首都建设的"必然"之路。

It has achieved remarkable results to disperse the non-core functions in Beijing. However,the building of the core functions of the capital is relatively weak. Beijing is a national political and cultural center with the role of its national radiation of advanced ideology and culture. This is the expectation of the whole country. Since ancient times,the capital is the first good of the consensus of the people. Therefore,we should use the spirit of reform and opening up,innovation and enterprising to establish a new concept of the contemporary Chinese capital. It is of great importance to strengthen the core functions of the capital culture so as to respond to the national strategic needs and to achieve the Chinese dream. It is necessary to tell the story of the good capital through its outstanding figures,its beautiful landscape and cultural products. This will be able to highlight the level of urban civilization. This is the only way for capital construction in the new period.
