摘要
石油企业内部分配制度存在不少问题,主要有薪酬制度不完善、不健全,劳动人事制度尚未改革到位,分配形式单一等。这些问题存在的原因有其外部因素,也有其内部因素和分配观念的影响,分析其形成的原因有助于找准深化改革的方向和目标。深化石油企业内部分配制度改革,必须按照中央关于规范国有企业收入分配秩序的要求,坚持市场化的原则,建立和完善薪酬制度,协调配套改革劳动人事制度,强化绩效考核,采取统一规划、分步实施、持续稳妥推进的办法进行。
Lots of problems exist in internal distribution system in petroleum enterprises,which mainly are imperfect and incomplete salary system,the labor and personnel system not reformed satisfactorily and monotony of distribution form.The reasons for these problems are not only external factors,but also internal factors and distribution ideas.To analyze the reasons helps to identify the direction and goal of deepening reform.The reform of the internal distribution system of the petroleum enterprises should be implemented step-by-step by means of following requests of Central Committee on regulating salary distribution of state-owned enterprise,adhering to the principles of the market,establishing and improving the salary system,reforming the human resource system and strengthening performance appraisal.Of course,the said measures should be implemented steadily under the unifying planning condition.
