绵阳市县域经济综合竞争力实证评价

Empirical Evaluation on the Overall Competitiveness of the County Economy of Mianyang

文章从规模、结构、速度及效率、民生及基础竞争力5个方面选取40项指标构建了绵阳市县域经济综合竞争力指标体系,采用综合指数评价法,对2013年绵阳市县域经济综合竞争力进行了测算和分析评价。结果显示:1在县域经济综合竞争力上,涪城区具有绝对优势,江油市、游仙区具有显著优势,安州区具有相对优势,三台县、梓潼县处于中间层次,盐亭县处于相对弱势地位,平武县、北川县则处于最弱势地位;2综合竞争力在县域间的差距十分显著,居于首位的涪城区与其他县域间的差距悬殊,具有优势的4县域之间的差距大,其余5县域之间的差距相对小;3各县域在各类竞争力上优劣共存,在规模竞争力、结构竞争力和民生竞争力方面的差距较大,而在速度及效率竞争力和基础竞争力上的差距相对较小;4发展速度和结构方面的问题是绵阳市各县域经济发展中面临的普遍性的重要问题。基于分析评价结果,尝试提出了提升绵阳市县域经济综合竞争力的对策。

In this paper, the features of urbanization are summarized and problems are identified tor Minority Counties of Sichuan Province. Then the paper analyses the influence factors by correlation test using SPSS, and the function and limitation of industrial structure as fundamental force, social and economic condition as basic force, policies as external force and hardware condition as support force in the urbanization of minority counties have been analyzed. Based on the background of ecological environment and regional trait, the paper further proposes that minority counties should take a characteristic and green urbanization path; key strategies to achieve rapid and quality development are policies, industrial promotion, economic growth, and infrastructure construction.
