地方政府财政赤字的特点、成因及控制措施探析——以江苏省为例

Characteristics, Causes and Control Measures of Local Government＇s Budgetary Deficit： A Case Study

我国地方政府财政赤字普遍存在并呈现出明显的分化性特点。地方政府财政赤字产生的原因有扩张型财政政策过度运用、市场竞争导致区域经济的分化以及地方政府财政负担过重。控制地方政府的财政赤字要适度运用扩张型的财政政策；将债务规模控制在偿还能力范围内；创造机遇促进落后地区发展；增加中央政府的财政支出比重，减轻地方政府财政负担。

It is not uncommon that China＇s local governments run a fiscal deficit, but differentiation appears in terms of budget deficit. The causes for local governments＇fiscal deficit are excessive use of expansionary fiscal policy, regional economic differentiation in market competition and heavy financial burdens. To curb fiscal deficit, the local government should take the following measures： to use the expansionary fiscal policy appropri- ately, control its debt within repayment capacity, create opportunities to promote the development of backward areas and reduce its financial burdens.
