农村治理的去组织化困境及其出路探析

The Dilemma of Disorganization in Rural Governance and Its Solutions

在经历了30多年的去组织化之后,中国农村治理中所包含的国家与村社的纵向联系和村社内部的横向联系均出现障碍。去组织化所带来的农村治理困境集中表现为新型政权"内卷化"、公共品供给能力弱化、村民自治虚置化以及弱势群体贫困化。重建农村治理秩序,须探索土地集体所有权的有效实现形式、在行政村下划分合理的自治单元、理顺基层组织之间的关系,并且建立起有效使用外部资金的制度。

After 30 years＇ disorganization process, rural governance has faced dilemma in both the vertical linkage between the state and village and the horizontal linkage inside the village. The dilemma of rural governance includes new state power involution, the weak of public goods supply, villager autonomy inadequacy and pauperization of vulnerable groups. To reorganize the rural social governance, we should set up the proper effective forms of collective ownership of land, divide the basic unit of villager autonomy reasonafily, straighten the relationships between substratum organizations and set up system of using funding from outside effectively.
