Evolutionary Research on the Third Party Pollution Treatment Behavior Based on Computational Experiment

基于企业主体的学习性机制,通过对计算实验理论与方法的运用,构建了区域内由政府、公众、排污企业和第三方治污企业共同组成的多主体参与的企业环境行为仿真模型。模型与计算实验研究了排污企业与第三方治污企业的交互运营以及企业环境行为的动态演化规律。根据分析总结如下:A,推行环境污染第三方治理,就是将市场化机制引入到环境污染治理中,就是将排污企业的直接责任转化为间接的经济责任,解释了第三方治污存在的机理,并证明了第三方治污的重要性和必要性。B,排污企业主观且动态地决定其交予第三方治污的治污资金的合作模式更符合第三方治污的发展需要。C,提出了第三方治污存在的不足之处,需要政府制定严格的法律法规,以对第三方治污起到一定的促进和规制的作用。D,还提出了第三方治污企业的逐利性与社会环保责任的矛盾性,并发现第三方治污企业的定价环节就是解决此问题的关键。

Based on the study mechanism of the corporate agent, through using the theories and methods of thecomputational experiment, this paper builds a simulation model of corporate environmental behavior of multi-a-gent participation composed of the government, the public, the pollution business and the third-party pollutiontreatment. The model and computational experiments study the dynamic evolution rules of the interaction betweenthe pollution corporation and the third party pollution treatment and the corporate environmental behavior underfour scenarios. Here are the summaries according to the analysis： A, implementation of environmental pollutionby the third party, is to introduce the market mechanism to environmental pollution control, and convert the di-rect responsibility of pollutant enterprises into indirect economic responsibility, which explains the mechanism ofthe existence of the third party pollution treatment, and proves its importance and necessity. B, the model forwhich the pollution companies subjectively and dynamically determine the funds handed over to third party pollu-tion treatment is more in line with the needs of the development of third party pollution treatment. C,the paperalso points out the deficiencies of the third party pollution treatment, and the government needs to develop a rig-orous laws and regulations, in order to play a role of promotion and regulation in the third party pollution treat-ment. D,it finds the contradictions between the profit-driven and social environmental responsibility of the thirdparty pollution treatment, and proposes that the pricing step is the key to solve this.
