气候变化背景下的历史文化名城保护——以银川为例

Protection of Historic and Cultural City in the Background of Climate Change-A Case of Yinchuan

以历史文化名城为代表的中国古代城市在选址、营建和发展等诸多方面普遍受到气候与环境条件的影响，历史文化名城的遗产体系和核心价值也不同程度地与气候、环境条件密切关联。近年来，在遗产保护工作中考虑全球气候与环境变化的因素影响已成为国际遗产保护领域的共识，中国的历史文化名城保护和研究工作中也应关注气候变化的因素。本文以银川为例梳理了以“名城”为代表的中国历史城市与气候环境的紧密关联，对1951-2010年银川气候变化的数据进行分析，探讨了气候环境变化对于名城遗产体系与核心价值的影响方式和影响程度，进而对相应的保护对策进行了探讨。

Represented by historic and cul- tural cities, the Chinese ancient cities are commonly influenced by climate and environmental changes in various aspects, such as site selection, construction, and evolution. Moreover, the heritage system and core value of historic and cultural cities is also closely associated with climate and environment. In recent years, it has become a worldwide consensus that the influence of global climate and environmental change should be taken into full account in the process of protection. In China, such aspects should also be considered in the research and protection of historic and cultural cities. This paper, taking Yinchuan as an example, studies the associating pattern between Chinese ancient cities and climate as well as environment, discusses the ways and degree of influence on heritage system and core value through an analysis on climate data in 1951-2010, and explores the corresponding protection countermeasures.
