文中针对我国沿海大量长期锚泊停航船舶存在的配员不足问题,就海事部门采取行政强制解决相关安全隐患的必要性、种类和依据及各种行政强制手段的优劣等进行了分析。

In view of the problem of inadequate manning with the many ships anchoring for a lolzg thne m Chhla＇ s coastal waters, the paper analyzes the necexsity for conducting administrative coerdon to addreis the hidden dangers to safety, the types and basis of such adrnirkstrative coercion, and the advantages and disadvantages ofvariotts measttres ofadminismltive coerdon.
