京津冀地区电子信息产业结构优化与协同发展策略

电子信息产业是京津冀产业协同发展战略中所明确的未来重点发展产业,产业协同发展需要以产业结构的合理化和高级化为基础。相关数据表明,京津冀地区电子信息产业存在重软轻硬,整体发展强应用弱基础的形态;关键基础环节薄弱,产业链被低端锁定;产业链封闭运行,行业发展空间被缩小;地区间分而不合,区域产业协同效应尚未形成等结构问题。建议京冀合力夯实制造业基础,实现"软件"和"硬件"的协同发展;京津合作加强核心环节建设,推动产业向价值链高端发展;津冀错位布局制造业发展方向,努力拓展培育新的经济增长点;三地合力完善区域协同发展的生态环境,实现区域协同发展。

Electronic information industry is an important industry whose development is given priority to in the Beijing- Tianjin- Hebei collaborative development strategy, industrial coordinated development needs to be based on the rationalization and upgrading of industrial structure. Relevant data shows that, the electronic information industry in Beijing - Tianjin - Hebei region focuses more on the development of software industry than the hardware industry, so that the overall development presents a form of strong ap- plication and weak foundation;the key basic industry sectors are weak, causingthe industrial chainlow - end locked;the closed operation of industry chain leads to a reduced space of industry development;and with strong division of work and lacking of cooperation, regional industrial synergies has not yet formed. Recommendations are as follows：Beijing and Hebeiwork together to consolidate the manufacturing baseto achieve ＂software＂ and ＂hardware＂ coordinated development;Beijing and Tianjin cooperate to strengthen the construction of core links, and promote the industry moving up to the high - end of value chain ; Tian- jin and Hebei distribute the manufaeturingdevelopment direction differentially, striving to expand and cul- tivate new economic growth points ;three places jointly promote the industrial ecological environment to achieve regional coordinated development.
