新形势下我国转变农业发展方式的着力点研究

The Research on the Focus of the Transformation of Agricultural Development Mode under the New Situation in China

当前面对复杂的国内外经济发展形势,我国要巩固农业基础地位,实现第一产业与第二三产业的融合发展,就迫切需要加快转变农业发展方式。采用GL指数以及Greenaway-Milner细分法综合评估我国农产品部门内贸易程度和组成特点,实证分析显示消费需求因素对加工农产品产业内贸易指数及垂直型产业内贸易指数具有影响作用,资本使用效率和产品差异化因素对总体、水平及垂直型产业内贸易均显著,劳动生产力对产业内贸易总体指数显著,而规模经济、外商投资以及科学技术水平对此三个层面的指数造成的影响都不显著;结合实际提出了积极推动农产品水平型产业内贸易、开展并形成农业产业化与企业化发展模式、通过科学技术提升农业要素禀赋价值的合理化建议。

Under complicated domestic and international economic development situation,in order to strengthen agricultural basic position and realize the integration development of primary industry with secondary and tertiary industries,it is urgent to accelerate the transformation of agricultural development mode. The research evaluated China＇s agricultural products trade degree and composition characteristics within the Department using GL index and Greenway Milner subdivision method synthetically. The result shows that consumer demand factors have impact on intra industry trade index of the processing agricultural products and vertical,capital use efficiency and product differentiation have an influence on the overall,horizontal and vertical intra industry trade significantly,labor productivity have an significant effect on the overall intra industry trade index. Besides,economies of scale,foreign investment and the science and technology level have no significant effect on the three aspects of the intra industry trade index. Furthermore,we put forward to promote the horizontal intra industry trade of agricultural products,develope the mode of the agricultural industrialization and enterprise development and enhance the value of agricultural elements through science and technology.
