美国教育部每5年颁布一次的"国家教育技术规划"是指导美国教育信息化建设的纲领性文件,指引今后五年教育信息化发展的方向,同时对我国教育信息化建设和发展具有积极的启发和借鉴作用。文章在介绍美国国家教育技术规划发展历程的基础上,系统分析了"国家教育技术规划(2016)"的核心内容,从学习、教学、领导力、评价和基础设施等五个领域,阐述"国家教育技术规划(2016)"中新技术支持的教与学框架及政策要点,结合我国教育信息化发展的实际情况,提出针对我国"十三五"教育信息化建设和发展的启示。

The National Education Technology Plan 2016（NEPT 2016） is a programmatic document that directs American education information construction, which is promulgated by U. S. Department of Education every five years. NEPT can guide the development direction of education information over the next 5 years and play a positive role in enlightening the construction and development of domestic education information. On the basis of introducing the development process of NEPT, this article systematically analyzed the core contents of NEPT 2016, and elaborated the framework and policy points of technology-based teaching and learning in NEPT 2016 from five aspects of learning, teaching, leadership, evaluation and infrastructure. Combining with the actual development situation of domestic education information, this article presented several proposals for the development and construction of domestic education information in 13 th Five Year.
