在水利水电工程项目建设管理过程中,超挖超填部分的计量计价等问题常常成为参建各方意见分歧的焦点。在相关的合同范本及规范中,对于超挖超填部分计量计价方面的约定往往比较宏观,针对具体问题的可操作性有所欠缺。笔者对工程建设实践中有关超挖超填部分计量计价的常见分歧点进行了分析,并结合不同的合同条款约定方式,阐述了不同合同条款的适应性和管控要点。通过合理的合同条款设置和加强对应管理要点的管控,在超挖超填部分的计量计价过程中可以减少分歧。

In the construction management of hydropower project, the measurement and valuation for over - excavation and un- der - excavation are often the key disputable points of all related parties. In related standardized contract and code, the regula- tions on over - excavation and under - excavation measurement and valuation are often macroscopic and their feasibility is inade- quate. This paper analyzes the common disputes about the measurement and valuation for over - excavation and under - excava- tion in practice and presents the adaptability and key management points under different contract terms. Reasonably setting con- tract terms and strengthening control on key management points could reduce the disputes in the measurement and valuation process of over - excavation and under - excavation.
