失海渔民转产转业培训研究

Training of Job Transferring of Fishermen Deprived of Their Fishing Zone

分析了近海渔业存在的大规模、超强度滥补以及生态环境不断恶化、工业化进程加速的发展现状,认为渔民转产转业是近海渔业发展的必然要求。结合失海渔民自身的资源劣势,强调发挥高校智力优势帮助渔民实现转产转业的必要性。在培训失海渔民过程中,要准备充分、合理培训,对学员因材施教,并要优化教学内容,注重教学实效,最后严格考核以提升教学质量。

Development status of offshore fishery was analyzed, including the large-scale and super-intense fishing, the deterioration of ecolog-ical environment, and the acceleration of industrialization process.It was believed that job transferring of fishermen is the inevitable require-ment for the development of offshore fishery.Combining with the resource disadvantages of fishermen deprived of their fishing zone, colleges should exert their intelligence superiority, and help fishermen to realize the necessity of job transferring.During cultivating the fishermen de-prived of their fishing zone, fully and rational training should be prepared.Student should be trained according to their own situations; the teaching content should be optimized; teaching effect should be paid high attention;and strict assessment should be carried out to enhance the teaching quality.
