摘要
将非期望产出引入传统交叉效率模型,并根据非期望产出的特性,分别考虑污染物排放总量、环境承载自净能力和社会支付意愿的影响,提出了整体环境最优、整体平均环境最优、整体偏好环境最优三种交叉评价策略,科学合理的获取基于环境绩效视角的DMU的交叉效率值.最后,通过对中国东部沿海省份工业的环境绩效评价来说明交叉评价策略的有效性.
Undesirable outputs are introduced into the traditional cross efficiency model. According to their features, three cross evaluation strategies, the overall environment optimal, the overall average environment optimal, and the overall preference environment optimal, are proposed to deal with the total undesirable outputs, the environmental carrying capacity and the willingness to pay, respectively. Through these strategies, the reasonable cross efficiency of DMU, based on the environmental performance,could be obtained. Finally, the validity of cross evaluation strategies is proved by evaluating the environmental performance of industries in Chinese eastern coastal province.
