基于POE评价的移民安置区人居环境研究——以陕南移民搬迁为例

借鉴传统城市人居环境评价体系,依据专家和移民科学、客观、合理判定各指标的重要度,基于安置点人居环境使用后评价,采取对指标合并、拆分、更名的方式,构建适合陕南移民安置点的人居环境评价体系,促进人居环境理论在微观层面的研究,开拓POE评价系统在人居环境领域的实际应用。根据专家和移民对各指标重要度的差异性评价,详细描述移民安置点人居环境指标体系特征,客观评价安置点人居环境现状,真实反映移民在搬迁过程中对指标重要度的判定,并分析其成因,为后续移民安置项目提供科学、合理、实用的依据,营造移民更为满意的家园。

This paper attempts to apply the traditional of Urban human settlements environment, according to scientific and objective to determine the importance degree of index from experts and immigration, based on POE of resettlement human settlements environment, take on the way of index merger, split, and rename to construct the Shaanxi immigration human settlements environment system, to promote the living environment theory in the theoretical study of the micro level, explore the practical application of POE evaluation system in the field of human settlements. According to experts and immigration to each index important degree evaluation of difference, detailed description of resettlement human settlements environment index system, objective evaluation of resettlement of present situation of the human settlement environment, a true reflection of the immigration in the process of relocation of the judgment on the importance of indicators and analysis the causes, for subsequent immigration resettlement project to provide a scientific, reasonable and practical basis, create im- migrants more satisfactory home.
