河南省新生代农民断层问题分析与对策研究

Analysis and Countermeasure Research on the Fault of the New Generation of Farmers in Henan Province

新生代农民是推动农业、农村发展的核心人力资源要素,但当前河南省农村发展却面临着严重的人力资源危机——新生代农民断层,使得国家粮食安全、农业和农村的发展,乡土文化传承等方面面临严峻挑战。分析发现:当前中国的人口资源整体稀缺,农业比较效益低下,农民社会地位低,农村落后的生活环境和稀缺的发展机会是造成新生代农民断层问题的主要原因。基于此,提出应从调整现有的人口政策,引导人口城乡合理分布,提高农民收入和社会地位,城乡均衡发展,改善农村生活环境等方面采取措施,以有效应对新生代农民断层问题。

The new generation of farmers is the core of human resources to promote the development of agriculture, rural development,but the current rural development in Henan province is facing a serious human resource crisis. It faces the problems：the new generation of farmers fault,the national food security,agriculture,rural development,ru-ral cultural heritage,etc. Through the analysis,this paper indicates that there’ s an overall scarcity of current popula-tion resources,low agricultural comparative benefit,and low social status of farmers,rural development opportunities and backward living environment is the main causes of the problem of the new generation of fault.
