精准扶贫作为习近平总书记提出的一项国家战略,必将对我国未来民生和经济发展产生巨大的影响。本文在对精准扶贫思想认识深入论述的基础上,分析了我国扶贫资金在管理与使用中存在的问题及原因,总结了我国金融扶贫的发展进程和现阶段的主要做法,并就如何更好促进精准扶贫国家战略的实施进行探讨和研究,提出了制度建设是金融扶贫的重要保障、构建面向农户的金融扶贫制度体系、完善以项目为导向的金融扶贫制度等具体措施和解决途径。

The Precise Poverty Alleviation,as a national strategy proposed by General Secretary of Xi Jinping,is bound to have a huge impact on China's future economic development and the people's livelihood.Based on the in-depth analysis of precise poverty alleviation thinking,this paper analyzes the problems and reasons in the process of management and use of China's poverty alleviation funds,summarizes the developing process of financial poverty alleviation in China and the main practice at the present stage.This paper focuses on how to better promote the national strategy of accurate poverty alleviation,and puts forward the idea that system construction is an important guarantee to improve the financial poverty alleviation system,establishes the financial poverty alleviation regulation and system targeting at the farmers,improves the project-oriented financial poverty alleviation system,and other specific measures and methods.
