长期以来,受城乡二元体制的制约,城市与乡村建设一直各自为政,村庄规划与管理均滞后于现实发展,缺乏城乡一体化统筹管理。本文将从精细化理念下的实施可操作层面入手,通过对沈阳市乡村规划编制与建设管理的现实问题及转型思路研究,尝试探寻适宜沈阳地域特色的乡村发展管理路径。

For a long time, restricted by the urban-rural binary system, urban and rural construction have gone their own way; village planning and management lags behind the actual development, lacking of urban and rural integrated management. This article from the concept of fine management, through practical problems existing in Shenyang urban-rural planning and construction management and the transformation ideas, attempts to explore the rural development management path suitable for Shenyang regional characteristics.
