Supply-side Structural Reform of Rural Finance and Inclusive Financial System

本文基于农村金融供给侧改革与普惠金融体系建设之间的内在联系,认为农村普惠金融体系建设是现阶段农村金融供给侧结构性改革的核心目标。在总结近年来中国农村金融改革成效的基础上,着重分析现阶段我国农村金融供给侧改革中存在的重点和难点问题,提出在经济发展新常态下,农村金融供给侧改革应重点从制度变革和技术创新方面推进农村金融普惠,建设更加开放、便利的普惠金融体系,更好地服务于农村小微企业、新型农业经营主体以及低收入群体。

This paper presented the relationship between the supply-side structural reform of rural finance and the inclusive financial system. On the basis of reviewing the reform of rural finance in China,we analyzed the current problems in the development of rural finance. We believed that the construction of inclusive financial system in rural areas is an important part of the supply-side structural reform of rural finance at this stage. In China's New Normal Status of economic development,the key to the next step of rural financial reform is to promote the rural finance from the aspect of system reform and technological innovation.We need to build a more open,convenient inclusive financial system,to better serve the micro and smallenterprises,new kind of agricultural business entities and low-income groups in rural areas.
