“一带一路”战略背景下的中国文化软实力建设研究 被引量:34

摘要 "一带一路"是在21世纪世界经济格局发生重大调整、中国处于"三期叠加"的"新常态"下,中国领导人统筹考虑的一项具有全球视野、彰显中国智慧的综合性、创新性发展战略,被赋予了深刻的时代内涵。这一战略的谋划和落实,既需要硬实力的支撑,也需要软实力的平衡。鉴于古"丝绸之路"曾留下许多文化先行的成功经验,今天"一带一路"也应发挥文化外交的柔性作用,推动实现共建、共享、共赢的发展目标。在这一过程中,中国文化软实力需要得到充分表现,同时也需要从几个方面注重内涵式发展和有效性提升。 The Belt and Road Initiative is a comprehensive and creative strategy with a globalperspective and Chinese wisdom. It is an overall strategy for innovation and development adopted byChinese leaders under the background of substantial changes in world economy in the 21st century andChinese “new normal” in the “three periods superimposed. ” Its design and implementation require thesupport of both hard power and soft power. In view of the successful culture-leading experience of theancient Silk Road, it is proposed that the Belt and Road Initiative should take advantage of the “soft”role of cultural diplomacy to promote the realization of co-construction, sharing and win-win goals. Inthis process, China’ s cultural soft power needs to be fully demonstrated; meanwhile, intensivedevelopment and effective improvement must be highlighted in some aspects.
