城市化进程中的地方政府角色与“邻避冲突”治理

Local Government Roles and“NIMBY Conflict”Governance in the Process of Urbanization

导致当前中国城市化进程中"邻避冲突"愈演愈烈的主因是地方政府角色定位的偏差,因此,合理界定政府角色是规避"邻避冲突"风险的前提和基础。文章提出一个政府角色的分析框架,从市场和社会两个维度分析"邻避冲突"中地方政府扮演的角色,并以量化模型来解释地方政府行为与策略和"邻避冲突"发生概率的相关性,进而在提炼国内外建设"邻避设施"案例经验的基础上,提出了通过强化信息公开机制、协商参与机制、监管预警机制和行政问责机制的路径来推动政府角色的合理定位,以期实现"邻避冲突"的有效治理。

As deviation of local government roles is the main cause of increasing “NIMBY conflicts,” how todefine the roles rationally should be the premise and basis of avoiding “NIMBY conflict” risks. The paperproposes an analysis framework of local government roles based on the two dimensions of market and society,which can be used to explain the correlation between the behavior and strategies of local governments and theincidence of “NIMBY conflicts” with a quantitative model. Based on the experience of constructing “NIMBYfacilities^ both at home and abroad, the paper puts forward that reasonable positioning of local governmentroles can be promoted by strengthening the information public mechanism, consultation participationmechanism, regulatory warning mechanism and administrative accountability mechanism so as to realize thegoal of effective governance of “NIMBY conflicts. ”
