统筹城乡居民基本医疗保险制度下的宁夏居民健康公平性分析研究

Analysis and Research of Health Fairness of Residents in Ningxia under the System of Balancing the Basic Medical Insurance System for Rural and Urban Residents

目的分析统筹城乡居民基本医疗保险制度下的宁夏居民健康公平性,发现存在问题,为进一步优化医保制度提出建议。方法运用集中指数分别对宁夏城乡居民的健康状况进行公平性的分析评价。结果不同收入水平分层下的城乡居民健康公平分别显示出不同趋势,两周患病、慢性病患病的整体集中指数分别为-0.059和-0.079,农村患病率的集中指数呈负值而城镇呈正值。结论两周患病率和慢性病患病率集中在收入水平较低的人群中,而收入水平较低的人群往往多为农村居民,且农村居民的健康不公平相对于城镇居民差异较大。仍需不断完善统筹城乡居民基本医疗保险制度。

Objective To analyze the health fairness of residents in N ingxia under the system of balancing the basic m edicalinsurance system for rural and urban residents and find the existing issues thus putting forwards the suggestions of furtheroptim izing the m edical insurance system. Methods The health fairness of rural and urban residents in Ningxia was analyzedand evaluated by the concentration index. Results The health fairness of rural and urban residents of different incom e levelstook on different trends, and the general concentration indexes of tw o-w eek m orbidity and m orbidity of chronic disease wererespectively -0 .0 5 9 and -0 .0 7 9 , and the concentration index of rural m orbidity rate showed a negative value but that of u rbanm orbidity rate showed a positive value. Conclusion The tw o-w eek m orbidity and m orbidity of chronic disease concentrateon the population with lower incom e, but the tw o-w eek m orbidity and m orbidity of chronic disease of the populationwith lower incom e are lower than those of rural residents, and the difference of health unfairness of rural residents is biggercom pared with that of urban residents, therefore, we still need to constantly improve the system of balancing the basic m edicalinsurance system for rural and urban residents.
