The Origin,Transformation and Ultimate Direction of Housing Accumulation Fund System

我国住房公积金制度缘起于破解住房改革困局,是前所未有的制度创新,曾发挥过重要的作用。然而随着环境的变化和时间的推移,其制度功能定位、管理机构性质、制度公平性、制度前提条件均已发生蜕变,逐渐背离设立时的初衷,弊端日渐凸显。其制度归宿有二:一是废弃公积金制度,实行住房补贴工资;二是进行制度重构,祛除制度弊端。

Chinese housing accumulation fund system originates from the intention of resolving the problems in the housing reform.The unprecedented innovation system has played important role.Nev-ertheless,the functional orientation,the nature of management institution,the fairness and the precon-dition of the system,with environment change and passage of time,has deviated from its incipient in-tention and the subsequent defects are obvious gradually.There are two ultimate directions of the sys-tem.One is to discard the current housing fund system and provide housing-subsidiary salary;the other is to reconstruct the system and remove the defects.
