土地问题一直是政府与百姓所关注和争议的焦点。农村土地政策与制度的实施成为了维护社会稳定的基础和关键点,同时,土地的生产也为广大农民提供了最基本的生存保障。文章首先分析了农村土地流转的必要性,然后探讨了农村土地流转的现状,最后提出了促进农村土地流转的对策。

Land problem has been the focus of concern and controversy of government and people.The implementation of rural land policy and system become the basis and key points of maintaining social stability,at the same time,the land of production provides the most basic survival guarantee for the majority of farmers.This paper firstly analyzes the necessity of rural land circulation’then discussesthe present situation of the rural land circulationfinally puts forwardthe countermeasures of promoting the rural land circulation.
