The West Lake is both a World Heritage site and a recognized China's national famouse scenic site. Improving the West Lake's recreational quality is crucial. What constitutes a public accepted "new" West Lake? What approaches lead to a balance of needs to both development and conservation? This report presents the author's experience in the design process and responses to the issues encountered. One of the concepts explored is little polishing, which advocates development at local level under the umbrella of conservation at regional level. The approaches include improving visual quality of the park's vegetation system, redefining the scope of human landscape, and standardizing entire design process. It is expected this report will serve a design guide to scenic area trail systems.
