PPP项目的评标委员会评标博弈行为研究

A Game Behavior Research of PPP Project Bid Evaluation Committee

评标是招标人科学选择投标人的实现手段,评标主体一般由业主代表与随机抽取的专家库专家构成,由于评标细分主体的责权利不对等,政府业主代表与专家库专家的行动策略是不一样的。文中针对PPP项目工程评标过程中,随机抽取的专家可能受业主代表引导性暗示而导致出现倾向性评标行为,在不考虑评标监管的情况下,从博弈论角度,构建评标活动的环境假设参数,建立两者博弈关系模型,分别从评标专家与业主代表两个方面分析了各自行动策略。结果可以有助于评标管理部门制定评标政策、优化评标机制的参考,加强评标专家职业道德建设。

The bid evaluation is a scientific way to choose the bidder.,the bid evaluation subject generally by owner representative and random expert database of experts,as a result of the evaluation main body segment has unequal,action strategy of owner representative and expert database experts is not the same. Aiming at the engineering bid evaluation process,the author of this paper,a random sample of experts could be caused by the owner on behalf of the instructive hint a propensity to bid assessment,without considering the evaluation regulation,from the perspective of game theory,the bid evaluation activities build environment hypothesis parameters,the game relation model is set up,respectively from two aspects of bid evaluation experts with the owner on behalf of their strategies are analyzed. In this paper,the results can help management department to make the evaluating policies,optimize the evaluation mechanism of reference,guide the professional ethics construction of the evaluation experts.
