In Australia, racial discrimination is a deep-rooted phenomenon, particularly in the judicial area. Failure of justice, over-representation of aboriginals in custody and prison, and high ratio of aboriginal deaths in custody and prison are substantial reflection of judicial racial discrimination. Under the pressure and a strong voice from all levels of society, the Bob Hawke's government declared to establish 'Royal Commission into Aboriginal Deaths in Custody' in 1987. This Commission conducted a thorough examination of all cases of deaths in prisons of States or Territories dating from January 1, 1980 to May 31, 1989, and issued a comprehensive report of investigation, which attracted an extensive attention, and positively impacted the building of a multicultural society and progress of racial reconciliation in Australia.
