服务型政府创建视域下基层政府职能转变研究——以H街为例

The Research of Transformation of the Basic-Level Government Function under the Creation of the Service-Oriented Government:Take H Street for Example

中国改革开放已经经历三十多年,随着社会主义市场经济体制的逐步完善,我国政府的职能随之不断转变。十八届三中全会提出要全面深化改革,在经济改革方面,政府强调市场在资源配置中的决定性作用。这就重新定位了政府与市场之间的关系。结合十八届三中全会提出的全面深化改革的时代背景,以及政府与市场关系的重新界定,政府也随全面深化改革的时代要求而更加突出其服务型职能。在对H街进行实地调研之后我们发现:H街在医疗、教育、住房、环境卫生等许多方面问题较为突出;服务型政府建设的力度和效果不佳;居民需求的反映渠道不畅通等等问题,影响地方服务型政府创建效果。

China has gone through 30 years of reform and opening up. With the establishment and perfection of the socialist market economy, the Chinese government＇s functions change. At the third plenary session of 18, our government need to com- prehensively deepen the reform. In the economic reform, the government emphasizes the decisive role of market in resource al- location.This redefined the relations between the government and the market.In combination with such times background andre assignment of the relationship between government and market,the government more embodies the function in terms of provi- ding services. We found that after the investigation on H Street： there are many aspectsin H Streetsuch as health care, educa- tion, housing and environmental health problems are more prominent; the magnitude of the service-oriented government con- struction and the effect is not very good; residents demand reflects channel is not smooth and so on. All of these factors affect the effect created by local service-oriented government.
