信访制度的“内卷化”问题及其解决之道

当前信访工作虽然取得了一定的成效,但与信访的投入成本不成正比,信访问题依然不少,重复访、越级访仍然大量存在,涉法涉诉访时有发生,职业信访者数量不断增加,信访不良信息的网络传播速度也在不断加快。种种现象表明信访制度已陷入了内卷化:信访外部投入大,内部运行低效;信访改革力度较小,工作形式变化不大;地方信访部门职能偏离,案件解决率偏低。只有加强信访改革的顶层设计,逐步打破对信访制度的路径依赖,优化地方信访绩效考核体系,才能逐渐突破信访制度的"内卷化"困局。

The current petition work has made some achievements, but it is not proportional to the large number of inputs and the petition system still has a lot of problems： repeat visits and leapfrog visits are still abound. Visits involving Law and Litigation happen occasionally. The number of occupational petitioners is growing rapidly. Besides, the bad information of peti tion is accelerating faster on network. All these phenomena show that the petition has fallen into involution： with a big external investment, the internal petition system still operates inefficient. The reform strength on petition was too small, so the work forms changed little. The local petition departments deviate from its function causing a low case resolution rate. Only by strengthening the top design of the petition reform, gradually breaking the dependence on the path of the petition system and optimizing performance appraisal system of the local petition departments, can the involution dilemma of the petition system be gradually broken.
